They have also been spotted in military formations in the city. Laughably, the cattle, with tenders in tow, have been seen climbing and using pedestrian bridges in Abuja. The territory’s administrators bark feebly, once in a while, and then generally turn a blind, seeing no evil in the worsening aberration. The question remains, is there a minister in Abuja?
